I've had lots of opportunities for pee fun lately, and its been making for some great fun and giving me lots to post for yall. If for naughty you mean a piss that damages other people property, or more in general involves pissing in a way that will bother other people, obviously not, the whole point and the fun of naughty pissing is damaging and bothering other people, cleaning ruins all the fun.

In England there is no specific law that says who is allowed in to which toilet, so they are technically all gender neutral. As long as you are not doing something that breaches the peace (just leaving your front door can usually get you charged for breach of the peace if you are unlucky so this is a bit of a wide ranging law that can catch the unwary) you should be OK going in either.
