Yes and no. I agree that it doesn't seem at all fair that provision is made for men and not for women. I would love to see something introduced to help ladies and would love to see ladies using them without a care. However, I have seen women use the male versions - with varying degrees of success, but certainly have seen ladies reversed up to various types of public urinals. It is not common but I have seen it.
