I wonder, would it give you the same kind of exhibitionist thrill to wear revealing clothes in public? Maybe a shirt and no bra, with the shirt unbuttoned a bit 'too much' so you can 'accidentally' flash your boobs, or something see-through, or no panties and a short skirt that might 'accidentally' ride up a little? You would get away with those things without being considered to be illegally flashing, and you would make a lot of people very happy.
