It is interesting that many people pee in pools but some people find it sexy and go out of their way to do it (myself included) whilst others just do it for convenience, thinking that it isn't worth getting out of the pool to pee simply because they know that it will take effort to get out, go to the toilet, have to negotiate wet swim wear at the toilet (or pee through it!), so they take the easy option and just release where they are. There should be no issue with converting a set of toilets to the opposite gender according to demand, but I can totally see why the ladies got "pissed" off when they obviously changed the balance too far the other way. Maybe the answer would have been to change those two bathrooms to be multi-gender rather than men only. That way, they would take the pressure off the men's toilets but would still allow the ladies to use them. I would definitely put any moral concerns aside if a woman wanted to pee somewhere naughty - I would be more concerned with enjoying the view. Whilst I would not push anyone into peeing somewhere such as on a train seat, in a cinema or on the carpet of a hotel room or fitting room, if a women chose to do that of their own doing, then I would not do anything to try to stop them - I may even encourage them a little if they were testing to see whether I had any objection. I haven't been back yet, but I'm sure there won't be any significant smell because it was very dilute and it is a drafty stairwell, so gets plenty of circulation. I agree that it is a moral dilemma of sorts, but a woman peeing in a naughty place is absolutely the best turn on for me. Unfortunately I don't get to see it often in real life, with the exception of some girls that I've seen peeing in the street on a drunken night out. For them, they are peeing wherever because they are drunk with lower inhibitions, have a full bladder and the bladder relief requirement wins over any moral issues of peeing in the doorway of a shop, even if they know that the shop staff will arrive in the morning to find drying pee stains, or of peeing on a station platform

There are two scenarios here - one is that you just keep your eyes and ears open all the time and chance across a situation where there is potential and then keep tabs on what is going on. The other is where you deliberately go to a location where you know that there will be an abundance of drink and a shortage of toilets and therefore a likelihood of people peeing outside. Again, it will be necessary to look out for signs to follow. e.g crossed legs, furtive glances around, even open holding of crotches. Also in busy areas, look for quiet corners, narrow alleys, possibly tell tale signs

I've also seen a few forums discussing options for peeing in gliders and light aircraft. They talk about the options of holding it, limiting flight times in line with bladder endurance, installing peetubes that run out through the fuselage and discharge pee near the back of the plane, peeing in bottles, ziplock bags, wearing nappies/diapers and so on.
