I never heard the expression before but I've had similar experience. 

  I was dating this girl and we might be watching v with a hot girl or the movies and a few times at parties or bars and she would reach over and grab my crotch to see if i was hard.  She would often say

Well, I just asked google, and one answer was basically like:
"Its about confidence and being relaxed about it."

Having a big dick, but not needing to tell everyone.
So if you have it, you don't talk about it,
and if you talk about having it, you actually don't have it.

I assume this relates to anything, not just dicks.
So, if you are good at profession X, but don't brag about it, that would count as big dick energy, too.
And thus, I herewith decide it is a gender neutral term. ^^

If you object because "when something has the word "dick" in it, it can't be female", I just call you a pussy - regardless of your gender. 😛
