I think that the pier in Scheveningen has no camera's on the top floors. Also you can try to piss in (or around) one of the windmills in Zaanse Schans or Kinderdijk. And there are quite a few church towers like the Dom tower in Utrecht with no camera's, just that most of them don't have an elevator so it takes quite some effort to get there 😅 And be careful with Amsterdam, the whole Center is packed with CCTV, and the fine for pissing in public is about 180 euro if im correct.
