Anyway, Here's my idea on the top of my head. All pee should drain into the streets, also all toilets should be in full public view. maybe it feels more proper to pee in the toilet anyway, but there is really no point. Idk

I wouldn't even bother with public urinals, people would be peeing anywhere anyway, so yeah. 

I would however also have paved surfaces and interiors designed to drain the pee away, this reducing costs.

Toilets will be monitored to make sure not a single drop of pee goes in. You are however allowed to pee over the edge of the toilet. The toilets will also be designed specifically to make it difficult to pee in anyway.I would also ban changing rooms as you go not need a private room to change in. Toilets would also be unisex and open.

Public sex will be legal after 10pm.

And while I'm at it I'd make my conlang the official language. I don't care it's hard to pronounce, it's not impossible.

Ok, so there I was trying out a condom to see if it was the right size (I think it was ok), anyway I needed to pee before I finished with it, but if I take it off to pee, that's it, it's useless now, so I decided I might as well try peeing into it.
