 I had only known her for a few hours. I wasn't going to encourage a girl I had just met to pee outside after she had already told me her anatomy wouldn't allow it. In my experience, women do pee outside quite a bit. If there is a clean restroom nearby they will generally go there because they can relax and check the mirror, and they may also just not want to splatter their feet, not have any tissue or feel bad about leaving it on the ground. On the same token, if the closest bathroom is nasty they are probably more likely to piss outside than men.

Another thing to consider is that they're generally not as bold and showy about it as men are because other women may judge them and guys may be either grossed out or be creeps about it. A guy will stop a conversation to go a few steps away and pee, whereas a girl may have just pissed by the car when she showed up and didn't say anything about it.

Once you get close to some women you realize that a lot of them, especially the more open and easygoing ones are pretty loose about peeing when and wherever they need to.
