Tree because it leaves a more pleasing wet spot.  Your pee often just goes into the bush with little evidence left it was ever there.

Now, the exception would be hedges in formal garden hedgerows or mazes. I find those fun. Sometime they also have hallow spots you can go inside. Growing up there was a hedge maze my cousins and I played in. It had a hallow area where we would often pee. That was fun to watch them and other playmates squat in there.
