Tattoo on back of woman's thighs

I was walking behind a woman with a really, really short skirt  The combination of walking and a little breeze accidentally revealed tattoos of ribbons across the back of both of her thighs right below her buttocks.

I was just wondering about the meaning?  I haven't seen a tattoo like that before and the placement was odd.

So I am a total bow girl. I have an extensive collection of bows in every size and every color. I will put my hair up in pony tails with little bows on each side (and I have very big hair so it looks extra cute!) Or I'll wear my hair down and throw one on the side. 

I once saw a picture of a woman with two red bows tattooed to her thighs and 😍😍😍 I fell in love. I'd get one myself but I am not comfortable wearing something that short in public and I feel like if I got them lower it wouldn't look as good lol.
