Problem is that it is an offence to pee in public in some places and even where peeing isn’t itself an offence, there are laws like outraging public decency and therefore people naturally do t want to get caught by the authorities or even by people who might report them or film them and put it on the internet.

Therefore people preserve their dignity by being discrete and hiding from view and they put that privacy and their immediate need above the concern for effect on property.

If it was fully accepted to pee in public, with no fear of recrimination then probably more people would use drains and gutters rather than doorways and stairwells.

Of course it isn’t just about the peeing most people don’t want to show off their genitals to other people for any reason so their modesty leads them to take cover. That would probably still be the driving force for most people even if there wasn’t a legal issue.

Went to college in NYC.  Have seen men in expensive Italian suits using a rolled up newspaper to piss through into a trashcan on Times Square.  You'll see anything at all in NYC if you stay there a while.
