There was a series on TV "Clochmerle" about the first public toilet for men in a small French town. The enclosure was in the middle of the street (market place?) and was a circular screen like a small maze. It covered the men from mid-calf to shoulder height. I didn't watch it all but I remember a scene where a gentleman raised his top hat to a lady passing by and wished her good day. You might be able to track it down - sorry I have no further details.
