I think it definitely is, my theory is that it can be for two main reasons. First of all you created a spot, when dudes see that a place has been pissed on they see it as a green light and they can use the place as a urinal. I think you're right in the sense that most men just urinate wherever it's more convenient but many are afraid of being reprimanded so when they see a place where dudes piss they'll do it. Second, they see it as a challenge. If someone marked the place they have to mark it too.

I was wearing skirts most of the times I pissed in parking lots. I have pissed together with my friends in alleyways during the night but no that often.
