Well, maybe, although that pic shows it floating in mid air with no holder and you could argue that, although unlikely, it is illustrated from the viewpoint behind the dispenser (i.e. wall side), so the paper is hanging down towards the wall. I'm just being devil's advocate, but that is the way my mind works.
