I think it is not the most important question if you'll get a fine for public pissing or not. In my opinion, it's more important if it is common in this country to sometimes drink a bit more alcohol. I heard "Germany" as piss paradise. I think this is totally true. In some German cities, there are tons of Streetfests, tons of bars on the same street and tons of clubs. This raises the chances of good sights. Plus: There are many piss porn movies in German. 

My personal piss paradise is the UK. Tons of people get drunk every weekend (also the girls drink tons of pints - beer or cider). Those bladders need to get relief. And as soon as people are drunk, they piss where they want to. I had a few sights in England, which were amazing. Plus, as a Swiss guy, I think the british girls are more open minded, which helps as well.

I've heard many things about Finland also, mainly because there's lots of forests so people pee outdoors a lot.

I'm so upset my trip to Germany, Czechoslovakia, Poland, Hungary, and Austria was cancelled. Those places sound fun! 

Well, at least I'm getting my money back so I can go to two of those countries next year.

In Sweden men and women pee behind trees, in corners, behind clubs during week ends. Also beaches are pretty good. You will always see women pee in the bushes behind the beach a sunny day. Lots of wet tissues and puddles of piss on the rocks.

In the 80's Berlin was the place to see public pissing especially taxi drivers. They'd pull to the kerb whip out their cock and piss on the kerb. China is similar as is Nigeria. I mean a lot of russian apartments are communal with shared toilets. Rural russia also still often relies on outhouses/pipes to pit toilets for like a 20% of the population. It is probably this lack of easy acess to toilets in those places that make "naughty" pees more attractive.

In my experience, you will see a lot of public peeing in northern European countries (Denmark, Sweden, Netherlands, Germany at least). These countries tend to be more open with nudity, to start with. Public nude sunbathing or swimming is current in Germany, even in the middle of some city parks. Nobody stares, nobody feels awkward. No remarks like "this is indecent, there are children around". Saunas in northern Europe are always mixed gender and naked. People are accustomed to casual, non-sexual nudity. So when one has to pee, he or she does, that's it.

Although years old, this post from @alicexxx makes sense.

It is not because outdoor peeing is generally accepted in some country that the ratio of piss lovers would be higher, although joining somebody of the opposite sex for a pee, and/or discreetly showing or implying personal interest it is less likely to scare people or lead to serious trouble.

And the fact that a lot of piss porn is allegedly produced in Germany or Czech republic, or even the public street peeing videos shot in Budapest in broad daylight, do not mean that everybody in these countries is into watersports.

I might talk about Australia since it wasn't mentioned here - pissing around different places in public does happen and is common, and I find that people won't care as long as it isn't too public, but you can get fined for it. So basically just have to go somewhere where police won't see you.
